Collective action for youth housing

Our History

One Roof L.A. was originally born out of a 2018 nationwide initiative of the Corporation for Supportive Housing (CSH). The Center for Strategic Partnerships played a key role in bringing L.A. partners to the table, including DCFS, LACDA, and the Homeless Initiative within the County’s Chief Executive Office, and securing initial funding for backbone support from the California Community Foundation and First 5 LA.

As the group began collaborating, One Roof brought together LAHSA, HACLA & LACDA, and DCFS to develop an MOU and application for FUP vouchers for youth. Additionally, One Roof supported the development of the strategic plan for the new Supportive Housing Division (SHD), which is the first in the nation within a Department of Children & Families Services. SHD was formed by the need to streamline housing services and supports for TAY ages 18-24. Through One Roof’s eƯorts to create a space for cross-system collaboration, these initiatives aimed to address key housing issues that TAY experience across LA County.

In August 2024, a diverse group of One Roof 2.0 stakeholders, including youth with lived experience, government agencies, philanthropic partners, service providers, researchers, and advocates, began a planning process to develop a shared vision around ending youth homelessness in Los Angeles County. Prioritizing collective goals and partnership, the group worked toward a shared understanding of the issue and agreement on the best collaborative approach to address homelessness and housing stability among system involved Transition Age Youth (TAY).

Our Scope

One Roof 2.0 employs a collective impact approach in four key focus areas – Prevention, Housing Supply, Policy Advocacy, and Data. One Roof 2.0 activities will build upon the work, including, but not limited to:

Identifying and supporting the development of projects with the potential to foster
long-term housing stability among County systems-impacted TAY while addressing
disparities (BIPOC and LGBTQ+) within that population
Supporting the implementation and measurements of One Roof 2.0 pilot projects
Creating a relevant policy agenda
Monitoring intended outcomes for housing stability via an internal data dashboard

Steering Committee

TThe Steering Committee functions to strategically steer the Focus Area Workplans. Members of the Steering Committee ensure actions are in alignment with the One Roof 2.0 North Star and Mission by serving as chairs or participants of Focus Area work or workgroups, providing oversight of Focus Area workplans and activities, and implementing a strategic communications plan to keep key stakeholders informed.
